European Innovation Partnership (EIP) on Raw Materials & HISER

The HISER project is in line with the EIP on Raw Materials and strongly linked to the commitment called C&D-WRAM “Towards a new model of C&DW management for a circular supply chain integrating innovative solutions for a better recovery of Raw Materials”.


The European Innovation Partnership on Raw Materials is a stakeholder platform that brings together representatives from industry, public services, academia and NGOs. Its mission is to provide high-level guidance to the European Commission, Members States and private actors on innovative approaches to the challenges related to raw materials.
One of HISER’s challenges is developing solutions for ever more complex Construction and Demolition Waste (C&DW), which derives from the Action Area on Recycling of raw materials from products and buildings of the EIP on Raw Materials.


Moreover, eight HISER partners (ACCIONA, BRGM, D’APPOLONIA, LAFARGE, TECNALIA, TUDELF, VITO and VTT) participate in the EIP Raw Material Commitment “C&D-WRAM”. The EIP commitments are essential to achieve the objectives set out in the EIP's Strategic Implementation Plan. They aim to deliver innovative products, processes, services, technologies, business models or ideas that can be brought to the market or that would bring wider societal benefits.


The “C&D-WRAM” EIP Raw Material Commitment aims to achieve the European policy target of a minimum of 70% of C&DW prepared for reuse, recycling or other recovery according to the waste hierarchy priority established in Directive 2008/98/EC. The commitment involves 47 partners from 14 EU countries. The main objectives of the C&D-WRAM Commitment are: 1) C&DW minimization in the EU: to achieve an effective culture of dismantling, to improve construction and management practices and to promote more efficient solutions for reuse C&DW; 2) Developing improved recovery and recycling solutions towards near-zero waste; 3) Design, development and production of novel construction products and materials (with higher levels of secondary raw materials from C&DW and improved mechanical properties) from a life cycle perspective; 4) Pilot scale demonstration of solutions and products to validate the technical, environmental and economic feasibility of innovative C&DW recovery solutions.; 5) Development of circular economy strategies for C&DW recycled materials; 6) Dissemination of expertise/experiences/knowledge and best practices derived from the commitment.
